Building a procurement process designed to withstand complexity

Securing generation capacity at scale is not simply a sourcing exercise.

Utilities must balance long-term planning objectives, regulatory expectations, market participation, and stakeholder confidence simultaneously. For procurement initiatives operating under regulatory oversight, process design itself becomes a critical success factor.

The challenge

Critical need for generation capacity

The utility faced a recurring, critical need to secure several hundred megawatts of new generation capacity annually to fulfill its Integrated Resource Plan. This wasn’t a one-time procurement—it was an ongoing requirement that demanded a repeatable, scalable, and defensible process. The stakes were high: insufficient capacity could jeopardize grid reliability, while inefficient procurement could waste ratepayer resources.

Regulatory requirements for transparency and auditability

Regulatory oversight required the sourcing process to remain transparent, competitive, and fully auditable. Every step needed to withstand scrutiny from regulators, stakeholders, and the public. The utility couldn’t simply select the lowest-cost bid—they needed to demonstrate that the process was fair, that all qualified participants had equal opportunity, and that the final selection served the public interest.

Supporting multiple proposal structures

The structure also needed to support both developer-led PPA proposals and utility-owned asset submissions. This dual-track approach created complexity: different proposal types had different commercial structures, different technical specifications, and different risk profiles. The evaluation framework had to fairly compare fundamentally different offerings while maintaining consistency and rigor.

Polar served as both independent administrator and evaluator, leading the design and execution of a multi-phase competitive solicitation process. Alvaro E. Pereira

Head of Advisory

Alvaro is an energy economist with over 25 years of experience in economic, technical, and policy analysis with expertise in renewable energy, decarbonization, and energy markets. Prior to joining Polar, Alvaro led Enel X’s global net zero consulting team, responsible for delivery of SBTI-target setting and decarbonization services to several Fortune 500 customers and their value chains.  He has reviewed and supported 1000s of MWs of generation projects and power and certificate purchase agreements from multiple renewable energy types including solar, wind (onshore and offshore), hydro, biomass, and geothermal. 

He joined Enel X from Daymark Energy Advisors, where he worked in a variety of areas including energy procurement, renewable energy project analysis and pro forma development, regulated rates and cost analysis, and analyses of energy and capacity market rules, prices, and performance.  

Prior to Daymark, he was with the Massachusetts Department of Energy Resources and led the analytics group responsible for economic and technical analyses of energy policies, programs, and regulatory filings, including development of the statewide regulations for renewable portfolio standards, energy efficiency programs, and the RGGI carbon market.   He also served on the state’s energy procurement committee alongside representatives from the state’s facilities’ office, the Attorney General’s Office, and other agencies. 

Dr. Pereira is an experienced expert witness in regulatory proceedings involving energy markets, utility regulation and regulated rates, and renewable energy costs and benefits. He also has expertise in rate design and analysis, demand resources, and economic-impact modelling and forecasting.  He holds a Masters in Transportation and Ph.D. in Regional and Urban Economics from Massachusetts Institute of Technology.
