Role
Independent Administrator & Evaluator
Building a procurement process designed to withstand complexity
Securing generation capacity at scale is not simply a sourcing exercise.
Utilities must balance long-term planning objectives, regulatory expectations, market participation, and stakeholder confidence simultaneously. For procurement initiatives operating under regulatory oversight, process design itself becomes a critical success factor.
A well-designed framework creates more than procurement outcomes. It establishes process integrity, supports confidence across stakeholders, and helps ensure decisions remain defensible over time.
The challenge
Critical need for generation capacity
The utility faced a recurring, critical need to secure several hundred megawatts of new generation capacity annually to fulfill its Integrated Resource Plan. This wasn’t a one-time procurement—it was an ongoing requirement that demanded a repeatable, scalable, and defensible process. The stakes were high: insufficient capacity could jeopardize grid reliability, while inefficient procurement could waste ratepayer resources.
Regulatory requirements for transparency and auditability
Regulatory oversight required the sourcing process to remain transparent, competitive, and fully auditable. Every step needed to withstand scrutiny from regulators, stakeholders, and the public. The utility couldn’t simply select the lowest-cost bid—they needed to demonstrate that the process was fair, that all qualified participants had equal opportunity, and that the final selection served the public interest.
Supporting multiple proposal structures
The structure also needed to support both developer-led PPA proposals and utility-owned asset submissions. This dual-track approach created complexity: different proposal types had different commercial structures, different technical specifications, and different risk profiles. The evaluation framework had to fairly compare fundamentally different offerings while maintaining consistency and rigor.
Key considerations:
- Regulatory compliance and governance rigor
- Competitive participation across all market participants
- Support for multiple submission structures (PPAs and utility-owned assets)
- Alignment with Integrated Resource Plan and long-term planning goals
- Evaluation consistency across commercial, technical, and regulatory dimensions
- Stakeholder confidence and public acceptance
Polar's approach
Polar served as both independent administrator and evaluator, leading the design and execution of a multi-phase competitive solicitation process. Operating as an independent third party created an additional layer of rigor and credibility across the procurement process, helping maintain confidence among regulators, market participants, and stakeholders.
This role extended beyond process management. It required balancing commercial competitiveness, technical merit, and regulatory expectations across every stage of evaluation.
The approach emphasized broad market engagement to maximize project participation and megawatt opportunities. By creating a welcoming, transparent process, Polar helped attract high-quality proposals from a diverse set of market participants. This broad participation increased competition, improved proposal quality, and ultimately delivered better outcomes for the utility and its ratepayers.
Polar applied rigorous evaluation methodologies to assess each proposal’s commercial, technical, and regulatory merit. The evaluation framework was comprehensive, transparent, and consistently applied. Every proposal received the same level of scrutiny; every evaluation criterion was clearly defined and applied uniformly. This rigor ensured that the final recommendations were defensible and aligned with the utility’s planning goals.
The process culminated in a defensible set of awards that aligned with the utility’s planning goals, delivered cost-effective solutions, and upheld the integrity required for regulatory approval. Each award recommendation was supported by detailed analysis, clear rationale, and transparent scoring. The result was a procurement outcome that satisfied regulators, attracted market participation, and ensured ratepayer value.
Five-phase competitive solicitation process:
Design
Develop comprehensive solicitation framework, establish evaluation criteria, define proposal requirements, and create transparent rules that apply uniformly to all market participants.
01.
Market Engagement
Conduct outreach to attract diverse market participants, host informational sessions, address questions, and build confidence in the process to maximize proposal participation.
02.
Proposal Evaluation
Conduct detailed technical, commercial, and regulatory review of each proposal. Ensure consistency in evaluation methodology and apply criteria uniformly across all submissions.
03.
Scoring & Assessment
Apply rigorous scoring methodologies to rank proposals, assess alignment with planning goals, evaluate cost-effectiveness, and determine regulatory defensibility of each option.
04.
Recommendation
Develop defensible award recommendations supported by detailed analysis, clear rationale, and transparent documentation that withstands regulatory scrutiny and stakeholder review.
05.
Key elements of the solution:
- Multi-phased competitive solicitation design that balances market engagement with evaluation rigor
- Transparent evaluation criteria that apply uniformly to all proposal types
- Rigorous scoring methodologies assessing commercial, technical, and regulatory dimensions
- Independent administration ensuring fairness and stakeholder confidence
- Defensible award recommendations aligned with utility planning goals and regulatory expectations
- Comprehensive documentation supporting regulatory approval and public acceptance

Megawatts of new generation capacity secured through competitive solicitation, fulfilling the utility’s Integrated Resource Plan requirements and ensuring long-term grid reliability.
Outcomes achieved:
- Secured sufficient generation capacity to meet long-term planning requirements
- Maintained transparent, competitive process that attracted high-quality market participation
- Achieved cost-effective solutions that delivered ratepayer value
- Ensured regulatory approval and stakeholder confidence
- Created repeatable framework for ongoing procurement needs
- Demonstrated that rigorous process design drives better outcomes
Balancing competing priorities:
The framework needed to satisfy regulatory expectations, attract broad market participation, and preserve long-term value for ratepayers.
These objectives often compete with one another, making procurement structure as important as procurement outcomes.
Key takeaway:
Large-scale utility procurement outcomes depend on more than sourcing strategy alone.
In highly regulated environments, process structure often becomes as important as procurement decisions themselves. Well-designed evaluation frameworks strengthen confidence across stakeholders, support regulatory outcomes, and create repeatable approaches that can scale over time.
